In the Spotlight: Protecting European Elections from Disinformation with Horizon Europe

Disinformation can cause significant harm to society, reduce trust in governments, disrupt the rule of law and promote civil unrest. It directly contributed to the rioting in Dublin in November 2023, has been used to target elections in Germany, France, Spain and Italy, and promotes the spread of false medical information and treatments for COVID-19, cancer, autism, and the MMR and HPV vaccines. Russian hackers are targeting the Ukrainian Prosecutor General’s Office and the ICC to alter or delete evidence of war crimes committed by Russian forces. These cyber attacks, part of a broader strategy to evade accountability, highlight the growing use of cyberspace to cover up atrocities and complicate war crime prosecutions, and a pressing need for enhanced cyber defenses, better archiving of digital evidence by social media companies, and increased public awareness.
